Anthropic announced on July 18 that Claude Fable 5, its most capable public model, becomes a standard inclusion in Max and Team Premium subscription plans starting July 20 at 50% of weekly usage limits. Pro and Team Standard subscribers will continue accessing Fable 5 through usage credits rather than included limits, though they receive a one-time $100 credit.
“Beginning July 20, Claude Fable 5 will be included in all Max and Team Premium plans, at 50 per cent of limits,” the Claude account posted on X, according to reporting by Dawn.
From Suspension to Stabilization
The access stabilization follows a turbulent six weeks for Fable 5. Anthropic released the model on June 9 alongside Mythos 5, its less-safeguarded counterpart for defensive cybersecurity. Three days later, the US government applied export controls after Amazon researchers found methods to bypass Fable 5’s safety classifiers. Anthropic suspended access for all users on June 12 because it had “no reliable way to verify nationality in real-time.”
The export controls were lifted on June 30, and Fable 5 returned July 1 for Pro, Max, Team, and select Enterprise plans at 50% of usage limits through July 7, after which access shifted to usage credits only.
The July 20 change makes the 50% inclusion permanent for the highest-tier consumer and team plans, rather than continuing the temporary credit-only arrangement.
Tiered Monetization for Frontier Models
The pricing structure signals how Anthropic intends to monetize frontier model access long-term. Rather than including Fable 5 at full capacity across paid tiers, the company uses a 50% cap for intensive plans and shifts lower tiers to per-use billing.
“Demand for Fable has been challenging to predict, which is why we rolled it out to subscription plans in stages, extending access several times as we secured additional capacity,” Anthropic stated in the announcement.
This approach mirrors the broader shift Forrester identified in recent analysis: AI vendors are transitioning from flat-rate subscriptions to usage-based billing models that pass infrastructure costs directly to customers. Anthropic joins OpenAI and GitHub in implementing credit-based systems that meter frontier model access beyond baseline subscription allowances.
Plan Hierarchy
Anthropic’s current plan structure runs: Free, Pro, Max 5x, Max 20x, Team Standard, Team Premium, Self-serve Enterprise, and Sales-assisted Enterprise. The Fable 5 inclusion at 50% applies to Max (both tiers) and Team Premium. Enterprise access was partially available from July 1 through the Glasswing program for approved US organizations.
