Meta CEO Mark Zuckerberg told employees at an internal town hall on July 2 that the company’s AI agent development efforts have not “accelerated in the way” executives previously expected, according to TechCrunch confirmed by Business Insider. The concession follows one of the most aggressive corporate restructurings in Big Tech this year.
The Reorganization That Hasn’t Paid Off
Earlier in 2026, Meta laid off approximately 8,000 employees, roughly 10% of its corporate workforce, and reassigned another 7,000 to AI-focused groups, including a unit called “Agent Transformation,” according to Bloomberg and Quartz. The combined 15,000-person shift represents one of the largest single workforce reallocations toward AI in corporate history.
Zuckerberg acknowledged the cuts were not as “clean” as they should have been, telling staff the decisions were driven by senior leaders who “were worried that we weren’t going to move fast enough to adapt” to the changing tech landscape, TechCrunch reported. The perceived upside of the new AI-focused company structure, he said, hadn’t “come to fruition yet.”
Internal Friction
The admission comes alongside mounting evidence of workforce strain. TechCrunch has previously reported that engineers assigned to Meta’s AI units described conditions as deeply frustrating. Business Insider reported that the company has been trying to “balance speed with trust, morale, and the buy-in of the workforce expected to build it.”
CTO Andrew Bosworth used the same town hall to announce that Meta’s controversial employee keystroke and mouse-movement tracking program, which captured behavioral data to train AI models, will become opt-in if it resumes, according to Business Insider. The program had drawn internal backlash.
The $145 Billion Bet
Despite the slower-than-expected results, Meta is not pulling back. The company is expected to spend as much as $145 billion on AI infrastructure in 2026 alone, according to Reuters. Earlier this week, Meta announced plans to sell excess AI computing capacity through a new cloud business, a move that sent its stock up 10%.
Zuckerberg told staff he still believes in the company’s “journey to superintelligence” and expects to see tangible benefits from the AI restructuring within three to six months, according to two sources who listened to the call, as Business Insider reported.
The Hype-to-Execution Gap
The timing matters. Zuckerberg’s candid admission lands as competitors are shipping production-ready agent products: Anthropic launched Claude Science for life sciences this week, Google integrated computer use into Gemini 3.5 Flash, and Microsoft announced a $2.5 billion forward-deployed engineering company called Frontier. The gap between Meta’s internal reorganization bet and those concrete product launches illustrates a pattern playing out across the industry. Reorganizing a workforce of 80,000 around AI and getting production agents to perform reliably in the field are two fundamentally different problems. The companies pulling ahead are the ones that solved the engineering challenge first, not the org chart.
